The Driver and Vehicle Standards Agency (DVSA), in partnership with Inspire People, are seeking a Head of Business Analysis to lead an enterprise-wide Business Analysis capability, shape professional standards, drive workforce planning and influence major digital and organisational transformation initiatives. Permanent role, salary of £69,501 plus 29% employer pension contribution and excellent Civil Service benefits. Flexible, hybrid working from either Bristol, Swansea, Leeds, Nottingham, Newcastle, Oldham, Birmingham or Uxbridge.

DVSA plays a vital role in helping to keep Great Britain's roads safe, supporting millions of drivers, vehicles and businesses every year. As the organisation continues its digital transformation journey, Business Analysis and Product Management are central to delivering user-centred services, improving operational effectiveness and ensuring investment decisions deliver meaningful outcomes for citizens and stakeholders.


As the senior leader for both professions, you will set the strategic direction for Business Analysis capability across the agency while leading the Product Management community of practice. Working closely with senior leaders, multidisciplinary delivery teams and the Chief Delivery Officer, you will ensure high-quality analysis underpins change across a complex portfolio of products, programmes and services.


As a Head of Business Analysis and Product Management, you will:
* Act as Head of Profession for Business Analysis and Product Management, defining vision, standards and strategic direction across DVSA
* Own and evolve the agency-wide Business Analysis and Product Management strategy, aligned to organisational and government digital priorities
* Lead and oversee Business Analysis capability across the organisation through line management, professional leadership and workforce planning
* Provide strategic insight into resource allocation, capacity, demand, risks and constraints across a large delivery portfolio


Essential skills for the Head of Business Analysis:
* Significant experience leading a Business Analysis profession, function or practice within a complex digital, technology or transformation environment
* Strong people leadership experience, including line management and development of Business Analysts at scale
* Expert knowledge of Business Analysis disciplines including requirements management, process modelling, business rules analysis, data modelling and impact assessment
* Proven ability to define complex problems, evaluate options and support evidence-based decisions


Desirable skills for the Head of Business Analysis:
* Experience leading Business Analysis capability within a large public sector or regulated organisation
* Knowledge of government digital delivery practices and service transformation programmes
* Professional Business Analysis qualifications or membership of relevant professional bodies
* Experience supporting organisational insourcing, capability growth and workforce transformation initiatives


Salary
* Grade 6 - £69,501
* Candidates based in Yeading (currently Uxbridge) will receive the London Weighting allowance of £4,000


Location
* 60% Office based across the month
* Available locations: Bristol, Swansea, Leeds, Nottingham, Newcastle, Oldham (Chadderton), Birmingham (Garretts Green) or Uxbridge
* This role will initially be based in Uxbridge while estate works are completed at Yeading, the contractual location. Employees will relocate to Yeading when the site reopens in 2028.

Additional Requirements
* DVSA expect everyone to spend 60% of their working time in one of the offices, typically 3 days / week
* The post is subject to BPSS level clearance
* Visa Applicants: To sponsor a candidate under the Skilled Worker visa, a sponsorship licence is required. The DVSA does not currently hold this licence and therefore cannot legally sponsor Skilled Worker visa applicants.
