A large, regulated infrastructure and utilities organisation is embarking on a significant long term investment programme that will deliver critical asset and infrastructure improvements across the region. With a substantial pipeline of capital investment planned over the next decade, the organisation is seeking experienced procurement leadership to help shape and deliver major projects from the earliest stages of development.

Your new role
As Interim Procurement Lead, you will be responsible for establishing and delivering procurement activity across a major capital infrastructure programme. Working closely with project, engineering, commercial and stakeholder teams, you will develop procurement strategies, build procurement schedules and lead sourcing activities for a variety of professional services, enabling works and capital works packages.

• Developing and implementing procurement plans and sourcing strategies for a complex infrastructure programme.
• Leading end-to-end procurement processes from market engagement through to contract award and mobilisation.
• Procuring professional services contracts, including design, engineering, project management, consultancy and technical advisory services.
• Managing procurement activities for enabling works packages such as site investigations, utilities diversions, remediation and preparatory works.
• Running tenders, mini competitions, call-off processes and supplier selection exercises through existing framework agreements.
• Working with project teams to build procurement capability and establish effective procurement governance across the programme.
• Supporting contract and supplier strategies across a long-term capital investment portfolio.
• Providing commercial and procurement expertise to senior stakeholders and project teams.

What you'll need to succeed

• A minimum of 10 years' procurement experience within major infrastructure, utilities, engineering, construction or capital programme environments.
• Proven experience delivering procurement activity on major projects valued from tens of millions through to £100m+.
• Strong knowledge of Professional Services Contracts, including engineering, consultancy, design, project management and surveying services.
• Experience procuring enabling works packages and capital project delivery contracts.
• Strong NEC contract knowledge and experience procuring services through NEC-based arrangements and frameworks.
• Experience running tenders, framework call-offs, mini competitions and supplier selection exercises.
• Knowledge of public procurement legislation, including PA23 and/or UCR16.
• Demonstrable experience developing procurement strategies, procurement schedules and programme procurement plans.
• The ability to operate strategically whilst remaining hands-on in the delivery of procurement activities.
• Strong stakeholder management skills with experience working alongside engineering, delivery and programme teams.
• Knowledge of infrastructure and utilities supply markets, with an understanding of relevant supplier networks.
