As the Technical Services Provider (TSP) Project Manager, will lead the construction delivery on projects, to agreed safety, quality, programme and budget commitments. The programme involves successful candidates to work in the secure construction environment. The ability to hold a security clearance (BPSS minimum) is essential. Experience in delivering major construction projects through all RIBA stages using NEC in a collaborative environment is essential. It is expected that the role will be predominantly site based at RAF Fairford

The project is a long-term strategy to maintain and develop the infrastructure on military sites in the UK by upgrading existing facilities and building new ones. The programme will support the US Visiting Forces in Europe, including service personnel and their families. Activities involve project management technical services including technical design and managing construction on UK MoD sites to support USVF customers’ needs.

- As the Technical Services Provider (TSP) Project Manager, will lead the construction delivery on projects, to agreed safety, quality, programme and budget commitments.
- Responsible for the overall delivery to the client, providing visible leadership and ultimately responsible for compliance of all Delivery elements.
- Manages the Delivery team, building and maintaining relationships internally and externally with both client (Defence Infrastructure Organisation), end user (United States Visiting Forces), consortium members (MTA) and construction partners. Responsible for the delivery of internal objectives, key performance indicators (KPI's) and commercial results.
- Able to operate as Construction Lead/Senior member of the Delivery Team.
- Manages team/s, driving the appropriate behaviours to achieve success and KPIs, including a continuous improvement culture.
- Responsible for site works, meeting the Project delivery programme. Creates the long /mid /short terms plans (with Planning colleagues) required.
- Leads in establishing and promoting Health, Safety and Wellbeing plan and culture onsite, both internally and externally.
- Provides expert technical advice and leadership support to Delivery Team, creates culture of ownership, promoting roles and responsibilities.
- Builds and maintains positive relationship with Client, knowing QA process and ensuring compliance.
- Partners with multiple internal and external stakeholders, working in collaboration to implement strategy and programmes.
- Provides expert knowledge of Mace HSW standards, communicating these to Delivery Team and Trade/Subcontractors.
- Delivers continuous improvements in processes through application of best practices and lessons learned. Drives transformational change.
- Manages, influences & negotiates with key senior stakeholders (up to c-suite).
- Works collaboratively towards the common goal of net zero carbon transition and share responsibility for the proactive identification and management of the associated carbon emissions and reductions during the delivery of work.
- Liaising with others in the management of, and engagement with, a set of stakeholders, etc. to ensure project timescales are met.
- The management of construction project design, estimation, and project planning including all relevant statutory processes, procurement management, and maintenance forecasting.
- Project control, including resourcing and service delivery requirements, ensuring consultant supervision where relevant, and approving all payment certificates including to local authorities.
- Management of the production and approval of project delivery plans, contractor plans, cash flow projections, and earned value analysis.
- Day-to-day management of construction service providers for projects, including conformance and compliance.
- Development of new templates, documents, systems, and processes for project/programme management to incorporate lessons learned and efficiencies.
- Handling any other duties delegated by the commission lead or sub-programme management team.
- Reporting - Attend and take detailed notes from monthly progress review meetings and technical meetings with client and end user subject matter experts. Draft Monthly Progress Reports in the latest format for internal review ahead of client issue.
- Information Management - Collating, curating and controlling on behalf of the client all project information. Manage the update of Project Information in response to ongoing client feedback.
- Resource Management - Update and maintain the Resource Plan & Organisation Chart for projects in accordance with the United States Infrastructure Programme (UIP) Resource Management Strategy.
- Project Management Plan - Drafting, issue, and ongoing development of Project Management Plans (PMP).
- Project Plans/Strategies - Development and incremental issue of Project Plans in accordance with relevant Programme level Strategies, to include Stakeholder Management Plan including Stakeholder mapping tool Communications Plan – incl. Comms Plan on a Page Acceptance & Handover Plan.
- Project Schedule & Budget - Conduct regular review and update of Project Schedules and Project Budgets.
- Support Risk Management - In consultation with all Stakeholders and other Employer Appointees, and support updates to the Risk, Assumptions, Issues, Dependencies and Opportunities Register - Arrange, co-facilitate, and provide administrative support to internal and client-facing Risk Workshops.
- Change Control - Manage changes to the Works Contract in accordance with the NEC and the USVF Change Control Process. Manage Customer driven changes to project scope via the USVF Change Control Process and advise the impact of such changes on the Performance/Cost/Time envelope.
- Governance Activities and Project Assurance Group (PAG) - Lead the administration of client Project Assurance Groups (PAGs). Lead the creation and upkeep of a corrective actions tracker and Record of Discussions (RODs)
- End of Stage Reports - Assist in the compilation of end of RIBA stage reporting.
- Learning From Experience (LFE) - Lead the facilitation, arrangement and management of end of RIBA Stage Learning from Experience exercises, including reporting to the client. Be prepared to enter LFE onto DIO's LFE database.
- You will be responsible for project budgets and ensure operations are fiscally and ethically viable, and meet organisational and legislative compliance obligations.
- You will support the Operations Director and other senior stakeholders to directly influence long term development of strategy for a function or Business Unit (BU), creating a sustainable business future.

- You will collaborate with multiple internal and external stakeholders, up to C-Suite, to implement and manage our programmes.
- A relevant project management qualification (e.g. MAPM or FAPM) and have at least 5 years post-professional qualification relevant experience.
- A recognised construction-related professional accreditation (e.g. CIOB).
- Hold a SMSTS and Managerial/Professional CSCS card. (Site Management Safety Training Scheme, Construction Skills Certification Scheme).
- Detailed knowledge of Construction, and specific methods involved in Project, and relevant safety critical items. It is desirable to have experience of managing the construction phase of climate-controlled warehousing.
- Detailed knowledge of legislation, regulations, Mace Standards and leads implementation of them.
- Proven experience in construction management, managing medium-to-large sized infrastructure and capital projects.
- Developed communication, presentation and project planning and development skills.
- Developed budgetary oversight expertise.
- Excellent knowledge and experience of project management, NEC contract management, strategic planning, methodologies, and construction delivery best practice.
- Understanding of the Leadership role, their influence and responsibility onsite.
- Had spent time in both a Consultancy and Construction environment (or equivalent).
- To set the bar for site standards.
- Open and approachable, able to adapt style to suit requirements.
- Ability to lead under pressure, clarifying what is critical and when, and delivering the plan required.
- To know how to influence and get the best out of the whole team.
- To be aware of own workstyle and commitment to ongoing development via professional feedback and seeks out external training/mentorship.
- To provide mentoring and/or coaching to others.
- Membership of RICS, CIOB, APM, ICE or equivalent demonstrable professional or personal development.
- Deep property or infrastructure project management expertise.
- Strong commercial and financial acumen.
- Leadership and management experience of large, diverse teams.
- Experience of managing relationships with key senior stakeholders.
- Knowledge of how carbon and sustainability considerations will shape the outlook of the projects you are working on.
